Financial Support available to individuals and employers

16-24 AGE Grants for Employers

  • This support is available for you if you have fewer than 50 employees and have not recruited an apprentice in the last 12 months
  • Funding is available to you for 16-24 year olds
  • Value of each grant = £1500 per apprentice - To be paid after the apprentice completes 13 week
  • You can access funding for a maximum of 5 apprentices meaning access to up to £7,500 support
  • If the apprentice leaves for any reason before the completion of 13 weeks no payments will be made unless another apprentice is employed within four weeks of the leaving date at which point payments will continue as per the schedule

24+ Advanced Learning Loans for Individuals
If you're starting a qualification on or after 1st August 2013, studying at level 3 or above (excluding an apprenticeship) and you are aged 24 or over on the first day of your course you will be eligible to receive a loan to pay for your tuition fees.

You don't have to pay the loan back until you have finished the course and earning over £21,000.

Key Facts:

  • You can apply for the loan from April 2013 (if you have applied for a course and are eligible you will receive a letter from Axia Solutions detailing all the information that you will need to apply)
  • The loan will be paid directly to Axia Solutions
  • If you leave your course without completing, your fees will still be paid and you will start to pay back your loan when you are earning £21,000 or more
  • Any loan remaining 30 years after you're due to start making repayments will be wiped out
  • There is no upper age limit for students applying for the loan

Employers Recruiting an Apprentice

Employing an apprentice is just like employing any other member of staff; they only become an apprentice once they have signed up onto an apprenticeship programme.

The way you advertise, interview and employ an apprentice is entirely up to you, our experienced team will work with you and can help you find new apprentices and/or develop your existing team.

As an employer you must be able to commit to:

  • Paying an apprentice in compliance with the minimum of £2.73 for a minimum of 30 hours per week
  • Providing the range and scope of work to match the requirements of the apprenticeship framework for your skill area

The National Apprenticeship Service (NAS) contributes to the cost of the apprentice training depending on their age. We will explain fully to you where you are eligible for fully or part-funded apprenticeship training.

What's involved?
Apprenticeship programmes give individuals the opportunity to combine nationally recognised qualifications with work-based learning. Your workplace supervisors/managers are integral to the learning process as programmes are designed to meet the needs of the individual learner and those of the business. One of our qualified trainers/assessors will visit your premises throughout the duration of the programme to train and assess learners and to ensure that you, the employer, is satisfied with the progress being made.

Certificates and Diplomas
Certificates and Diplomas are not based on examinations but on the assessment of the practical skills and knowledge learned in the workplace and are, therefore, a measure of how competently the job is done. These qualifications are achieved by successfully completing a series of units to nationally recognised standards and are assessed in the workplace.

Functional Skills
Functional Skills in Maths, English and ICT are achieved at different levels depending on the Framework being undertaken. They are known as transferable skills and are important in everyday life and recognised by employers.

Technical Certificates
Technical Certificates are vocationally related qualifications aimed at developing underpinning knowledge in support of the chosen vocational area. The training is usually delivered in off-the-job sessions and learners will acquire skills that are useful within their job role.

FUNDING

Funding - Fee Remission / Financial Support 2016/17

This is a mandatory requirement for Axia Solutions to publish a copy of our programme/qualification charges to comply with the Skills Funding Agency contractual requirements and funding rules for the 2016/17 contractual year and must be in place prior to participating in any activity from 1st August 2016.

Subcontracting Policy 2016/17

Management Fee
The typical percentage retained to manage subcontractors is 15% all funding drawn down against the provision delivered. Each subcontractor’s performance and quality will be measured during a contractual year against a set of performance criteria, as detailed in their contract, which will determine the management fee set. The management fee will be reviewed for each subcontractor in July each year and agreed accordingly.

 

This management fee represents the total cost that Axia Solutions incurs in effectively identifying, selecting and managing all subcontracted provision. Axia Solutions will also promote sharing of good practice and help improve delivery to our employers. Regular review meeting will be conducted to cover performance, payments, and quality assurance.

 

Subcontracting Support
The management fee deducted from allocated funds is used directly to provide a comprehensive programme of support and compliance measures to ensure that public funds are protected and used effectively and subcontractors are supported to develop their provision and expand their business. The level of support will vary dependent upon the needs of the individual subcontractor, however Axia Solutions will provide any additional support that we deem necessary to ensure the quality of teaching and learning and the success rates of any subcontracted provision continues to be outstanding.

Payment Terms between Axia and the Subcontractor
Axia Solutions will make monthly payments to subcontractors based on the accurate submission of data and supporting evidence to validate learning delivery. This will be paid within 10 days of Axia Solutions receiving their monthly payment from the Skills Funding Agency and on receipt of an accurate invoice as detailed within the subcontractor’s contract. All funding claims must comply with the current Skills Funding Agency Funding Rules and the terms of the contract between Axia Solutions and the subcontractors.

Where funding claims cannot be substantiated, Axia Solutions will adjust or reclaim any funds from the subcontractor and, where required, make an appropriate repayment to the Skills Funding Agency.

Review and Publication of the Policy
This policy will be reviewed at least annually each year to ensure compliance with the Skills Funding Agency funding requirements and will be published on the Axia Solutions website.

Subcontracting Policy 2016/17

Introduction
This policy is a mandatory requirement to comply with the Skills Funding Agency contractual requirements and funding rules for the 2016/17 contractual year and must be in place prior to participating in any subcontracting activity from 1st August 2016.

Principles
Axia Solutions operate as a Lead Provider and will therefore ensure that:

  • At all times we will undertake a fair and transparent procurement process, ensuring that all potential subcontractors undergo a comprehensive due diligence to include; a financial health assessment, review the quality of teaching and learning, demonstration of value for money, and ensure that employer and local skills priorities are being met.
  • The funding that is retained by us will be related to the costs of the services provided. These services and the levels of funding being retained will be clearly documented in the subcontracting agreement and agreed by all parties.

Rationale for Subcontracting
Axia Solutions engages with subcontractors to meet employer’s needs. Reasons for subcontracting are varied but could be:

  • To provide immediate provision whilst expanding direct capacity. This might include working with subcontractors to explore the delivery of new frameworks, sectors or niche provision.
  • To provide access to, or engagement with, a new range of employers.
  • To support another provider to develop capacity/quality.
  • To support employers with a wide geographic requirement.

Quality Assurance
Subcontracted activity is a fundamental part of Axia’s provision. The quality of the provision will be monitored and managed through our existing Quality Assurance policies and procedures. This policy positions subcontracted provision as a core part of our activity to ensure continuous improvement for both Axia Solutions and its subcontractors. This will be achieved through the sharing of effective practice.

Publication of information relating to Subcontracting
In compliance with the Skills Funding Agency and other agency funding rules that apply, Axia Solutions will publish its subcontracting fees and charges policy and actual end-of-year subcontracting fees and charges on its website before the start of each contract year. Axia Solutions will ensure all actual and potential subcontractors have sight of this policy and any other relevant documents.

Fee Remission

Listed below are the programmes/qualifications that are in receipt of fully subsidised funding from the government on 31st August 2016:

  • An individual aged 16-18 studying an apprenticeship (all levels)
  • An individual aged 19-23 studying their first Level 2 programme (excluding an apprenticeship)
  • An individual aged 19-23 studying their first Level 3 programme (excluding an apprenticeship)
  • An individual studying any Basic Skills English and / or Maths Qualification including GCSEs at grade A* to C

Listed below are the programmes/qualifications that are in receipt of partially subsidised funding from the government on 31st August 2016*:

  • An individual aged 19+ studying an apprenticeship (all levels)
  • An individual aged 19+ studying a subsequent NVQ Level 2 programme
  • An individual aged 19-23 studying a subsequent NVQ Level 3 programme
  • An individual aged 24+ studying a Level 3 or Level 4 programme (excluding apprenticeships) must be funded via a 24+ advanced loan

*Employers are expected to make a financial contribution towards these programmes; this will be agreed prior to the training commencing.

Employers Recruiting an Apprentice

Employing an apprentice is just like employing any other member of staff; they only become an apprentice once they have signed up onto an apprenticeship programme.

The way you advertise, interview and employ an apprentice is entirely up to you, our experienced team will work with you and can help you find new apprentices and/or develop your existing team.

As an employer you must be able to commit to:

  • Paying an apprentice in compliance with the minimum of £3.40 for a minimum of 30 hours per week
  • Providing the range and scope of work to match the requirements of the apprenticeship framework for your skill area

The National Apprenticeship Service (NAS) contributes to the cost of the apprentice training depending on their age. We will explain fully to you where you are eligible for fully or part-funded apprenticeship training.

Financial Support available to individuals and employers

16-24 AGE Grants for Employers

  • This support is available for you if you have fewer than 50 employees and have not recruited an apprentice in the last 12 months
  • Funding is available to you for 16-24 year olds
  • Value of each grant = £1500 per apprentice - To be paid after the apprentice completes 13 week
  • You can access funding for a maximum of 5 apprentices meaning access to up to £7,500 support
  • If the apprentice leaves for any reason before the completion of 13 weeks no payments will be made unless another apprentice is employed within four weeks of the leaving date at which point payments will continue as per the schedule

24+ Advanced Learning Loans for Individuals
If you're starting a qualification on or after 1st August 2013, studying at level 3 or above (excluding an apprenticeship) and you are aged 24 or over on the first day of your course you will be eligible to receive a loan to pay for your tuition fees.

You don't have to pay the loan back until you have finished the course and earning over £21,000.

Key Facts:

  • You can apply for the loan from April 2013 (if you have applied for a course and are eligible you will receive a letter from Axia Solutions detailing all the information that you will need to apply)
  • The loan will be paid directly to Axia Solutions
  • If you leave your course without completing, your fees will still be paid and you will start to pay back your loan when you are earning £21,000 or more
  • Any loan remaining 30 years after you're due to start making repayments will be wiped out
  • There is no upper age limit for students applying for the loan
